Adwords Account Strategists - why are they so dumb?

I honestly puzzled with Google's attitude towards AdWords. This is the line of business that pays the bills, the rest of the company doesn't bring much money in. Yet, AdWords is a foster baby for Google, the quality of AdWords algorithms is horrendous, and the people they hire as Adwords Account Strategists seem to have no technical background and very low IQ.
