Link building strategies in 2016

Hi,
started to think about link building strategies in 2016.
At this moment, i see only Tier systems and Link Wheels.
Tier system looks way to easy and Google will spot and ban whole network.
In the other hand, we have link wheels and much complicated way to do this.
What do you people suggest? Anything new beside this two technique?
