wp-admin redirecting to wp-login.php unable to login to dashboard on wordpress

Hi, I am not able to login into wp-admin dashboard of my wordpress site because redirects to login.php seems its hitting a 404 error.

i am able to login when i rename the plugins folder, but as soon as i use the original plugins folder name again the problem starts again.
(Despite all plugins are disabled)

I am not able to find if its a plugin folder or any one plugin which is the problem. I recently updated to new wp
