I've searched a lot, but cant figure out how to change this description of the youtube channel.

For example if someone searches my name on youtube, the description that comes in, how to change that?
I tried finding this in google+ channel page, channel settings, etc. But cant find it anywhere.
P.S: that's not my channel, just showing to ask that how to change that 'i'm a youtuber that likes to youtube.' description?
