Creating a new yahoo email account?

HI there, I have been wanting to create a new yahoo account but every time I do I get this message popping up: "there are too many accounts associated with this number". I tried to delete some of my older accounts for yahoo but when I do create a new yahoo account it still pops up with this message. Is there a way to get around this problem?
