Creating 200 websites for 200 cities.. Is it against Google Guidelines?

One of our client offer a specific service to around 200 cities in the United States. He want to setup 200 sites to promote his services in all these 200 cities. He want every site to get traffic from google search ( 1st page of google SERP ) by doing seo and planning to get his sites listed in the top positions for the service in the city ( Example, "some services in Washington DC", for this keyword he want his website for "Washington DC" to come in the top 10 position of google SERP...
