How to remove spam issue from web site ?

I got a email from google webmaster, google webmaster say- I have some web page which are spam, for this reason I remove all content and redesign, but google webmaster not remove spam issue, now I not understand, how to solve this problem ? If you know how to solve this problem please share me.
